Self-assessment

Five dimensions, 25 items: score the platform you use today

One dimension per reseller condition, five items each, scored 0/2/4 to a maximum of 100. The full scorecard is in chapter 3 of the whitepaper; here is how to read the result.

DimensionWhat to look atTypical weak spot
Recruitment autonomy (20)Does the platform own a worker pool and independent recruitment channels?Candidates supplied entirely by the client
Pay-setting autonomy (20)Who sets hourly rates; does the client buy a service or pay worker by worker?Client-set rates, worker-by-worker settlement detail
Quality control (20)Are dispatch, attendance, acceptance, rating and remediation systematic?Manual attendance, no quantified acceptance standard
Dispute liability (20)Does the contract place liability with the platform, with in-house legal and insurance?Joint or client-side liability clauses
Data custody (20)Is business data in the platform's own systems, with independent evidential capability?Paper-based vouchers, reporting not yet started
Total scoreReadingSuggested action
80–100Closely aligned with the reseller standardMaintain records; confirm full-documentation eligibility
60–79Some dimensions met, with compliance gapsRequire remediation on the weak dimensions, with a deadline
40–59Weak compliance base; differential-documentation riskStart a platform replacement review
Below 40High risk, possible tax alertPause cooperation and remediate

FAQ

Five questions that come up before a decision

How is the service fee calculated, and how do the three models differ?

The full-service model covers recruitment, matching, attendance, settlement, insurance, documentation and withholding; the transparent split model itemises service fee, insurance and withheld taxes for finance teams that need line-by-line visibility; the entrusted settlement model suits clients who remain the employer and need a disciplined batch-settlement channel, documented on the entrusted-service basis. Rates are set by role type, city, volume and service depth. We do not publish a "from X%" figure, because that number usually has nothing to do with your situation — the assessment output itemises every line instead.

How long does onboarding take, and will it disrupt store operations?

A standard deployment runs 9–12 weeks: assessment 1–2 weeks, solution design 1–2 weeks, system setup and worker onboarding 2 weeks, a 3–5 store pilot 2 weeks, rollout 2 weeks and optimisation 2 weeks. During the pilot, the store manager's only task is on-site acceptance; recruiting, rostering and settlement sit with HQ and the platform. For single-store emergency cover, scheduling follows the confirmed requirement at hour-level response.

Who is liable if a worker is injured on duty?

As the employer of record, Zhenlinggong handles labour disputes directly with an in-house legal team, so risk is not pushed back to the client. Workplace insurance is available in eight tiers, bound on the first day and covering accidental death or disability, medical costs and hospital allowance, configured by role risk. Kitchen roles can select higher cover levels.

Where is the data stored, and who provides evidence in a tax review?

Worker information, attendance records, settlement data and service ratings are held on Zhenlinggong's group-level platform. The platform can independently provide tax authorities with a complete evidence chain of business substance, and reports worker identity and income information quarterly under State Council Order No. 810. Clients can also export cost and hours detail at store level.

We already use another platform — can we switch only some stores?

Yes, and that is what we usually recommend: run 3–5 stores for three months with success metrics and data definitions agreed in advance, then decide on full migration. Separately, even where an incumbent platform is classified as agency overall, a single project meeting the five reseller conditions in substance can still claim full-basis documentation — provided recruitment, pricing, quality control and dispute records are kept complete at project level.
